I also remember this. It may have been a commercial, possibly one from Europe, though I might be confusing it for that one cyberbullying ad. Not sure what it would have been advertising but for some reason I'm leaning towards cars. IIRC in the commercial she tears her own clothes with her fingers (or possibly by pulling on rings attached to the latex suit) and her fat spills out through the tears.
